Human vulnerability: The relative lack of
capacity of a person or social group to
anticipate, cope with, resist, and recover
from the impact of a hazard. Individuals who
are low-income or elderly have a higher
human vulnerability.
Physical vulnerability: The extent to which a
structure or service is likely to be damaged or
disrupted by a hazard event. Mobile trailers
and manufactured homes have a greater
vulnerability than those constructed of
brick/stone.
