While flooding does result from hurricanes, flooding
can also occur during winter storms as well as
prolonged summer thunderstorm activity.  Although
Pasco County has a flood mitigation program, which
includes elevation requirements and storm water
runoff systems; flooding, such as drought, is a natural
event, part of the normal water cycle.
