While flooding does result from hurricanes, flooding
can also occur during winter storms as well as
prolonged summer thunderstorm activity.


Although Pasco County has a flood mitigation
program, which includes elevation requirements and
storm water runoff systems; flooding, such as drought,
is a natural event, part of the normal water cycle.

When a large amount of rain falls over a short period
of time, ditches, rivers and lakes become filled with
water and overflow into low-lying or poorly drained
areas.


In addition to the high frequency of excessive rainfall
events, the impacts of flooding may increase as
population and urban development grows.
